LEAD ENTITY
Saving salmon is everybody's business!
Lead Entities were established in 1998 by the Washington State Legislature RCW 77.85 for the purpose of salmon recovery. Operational funding is provided by the Recreation Conservation Office (RCO) as pass-through federal funding and administered by Washington Department of Fish and Wildlife, WDFW, to each of 27 lead entity organizations.

The Grays Harbor County Lead Entity for Salmon Recovery for WRIAs 22 and 23 (Lead Entity) is responsible for evaluating and submitting habitat project applications to the Salmon Recovery Funding Board (SRFB) for funding consideration.
The Lead Entity reviews habitat project applications and establishes priorities for individual projects, defines the sequence for project implementation and submits the activities as the habitat project list.
The Lead Entity consists of a committee of people representing counties, cities, conservation districts, tribes, environmental groups, business interests, landowners, citizens, volunteer groups, regional fish enhancement groups and other habitat interests.
Habitat projects are prioritized and implemented in a logical sequential manner that produces habitat capable of sustaining healthy populations of salmon. The Lead Entity committee uses a critical pathways methodology:
- Prepares a limiting factors analysis for salmonids
- Identifies habitat projects that sponsors are willing to undertake
- Identifies how to monitor and evaluate projects
- Reviews monitoring data, evaluates project performance
- Outlines the adaptive management strategy used in its WRIA
The Technical Advisory Group
A Technical Advisory Group consisting of private, tribal,
federal, state, and local government personnel with appropriate
scientific expertise assists the Lead Entity in its work.

in Salmon Recovery Funding Board (SRFB) Applications
Salmon Recovery Funding Board Applications are submitted to the Lead Entity Committee for review. The Lead Entity prioritizes each application based on specific ranking criteria.
The CBP Lead Entity is responsible for recommending SRFB grant applications to the Salmon Fund Recovery Board.
SRFB Grant Evaluation Process
All projects must come through the WRIA 22-23 Lead Entity. The lead entity and regional organizations evaluate and rank project proposals from their areas and submit a prioritized list to the Salmon Recovery Funding Board for consideration.
